The public is invited to an artist's reception on Friday, June 4th, from 7 pm to 10 pm.

WINDOW INSTALLATION:
During the month of June 2010, ART ON ARMITAGE window gallery will present an installation of works created by Chicago artist Salvador Campos. The installation explores the use of discarded pieces of plastic, metal, wood and cloth found on the streets of Chicago to create sculptures, assemblages and figures. Called "Chicago Faces," the show runs from June 1 through 30, 2010. It features a series of startling faces, masks and figures. By using found objects in unexpected ways these works have a sly or ironic aspect in the juxtaposition of unlikely materials or shapes that are part of our urban life.Salvador Campos strives to stimulate the viewer's perceptual awareness of the beauty and value in the ordinary and to encourage creative imagination regarding reuse of materials in the hope that they will discard less and recycle more.

This is the time to let your views be heard in a public forum.

High School Proposal Update

We have new information regarding the proposed high school at Pershing West. On September 7, Arne Duncan informed President Leonard McGee that the proposal was on hold. However, at a TAC meeting on September 11, 2007, Jeanne Nowaczewski, Senior Director New School Recruitment, informed the TAC by telephone that Mr. Duncan was wrong in his previous statement to President McGee. According to Ms. Nowaczewski, the conversation and review process CONTINUES on putting a high school on the Douglas Campus. The evaluation process continues with VOISE's proposal.

President McGee is making another effort to speak with Mr. Duncan about this issue.

You can help as well. There will be Pershing West TAC Community Forum. The GAP MUST come out and voice its opinion.

7% Property Tax Cap Passes

The 7% bill passed as House Bill 664 with Senate Amendment #2.
Waits for Governor's signature

While this legislation will provide the greatest relief in the first year - we are very concerned with what will happen to homeowners who do not qualify for the Long-Time Occupant Homestead Exemption (10 years + income restrictions). These homeowners are going to be faced with huge increases in the second and third years.

This legislation also does not achieve our goal of predictability and a clear and transparent property tax system.

We vow to continue the fight for property tax REFORM.
Stay with us for ACQUISITION-BASED ASSESSING.

To the bill:
Essentially, Senate Amendment 12 increases the Alternative general homestead exemption (the 7% cap) to:

$33,000 in the first year
(up from $30,000 in SB 13);

$26,000 in the second year
(up from $24,000 in SB 13);

and $20,000 in the third year
(up from $18,000 in SB 13).

The intent of this bill is to "phase out" the Alternative General Homestead Exemption (the 7% cap), and replace it with a Long-Time Occupant Homestead Exemption.

The Long-Time Occupant Homestead Exemption would apply to those who reside in their homes ten years or more, and who earn under $75,000 household income - to get a 7% assessment cap.

Those who have a household income of $75,000 - $100,000 would qualify for a 10% cap.

The Long-Time Occupant Homestead Exemption cannot take effect until the second year of the legislation, and so there are additional one-time increases in the Alternative General Homestead Exemption in the first year - if your EAV increased by 100% or more, you have an additional $7,000 exemption (or $40,000 cap); if your EAV increased by 80% - 100% you get an additional $2,000 exemption (or $35,000 cap).

The bill also includes:
- Disabled veterans exemption
- Returning Veteran's homestead exemption (one-time benefit)
- Disabled persons' homestead exemption
- Disabled veterans standard homestead exemption
- An increase to the senior citizens homestead exemption
- An increase in the senior citizens assessment freeze homestead exemption
- An abatement for the residence of a surviving spouse of a fallen police officer or rescue worker

The bill also establishes a Property Tax Reform and Relief Task Force selected from the House and the Senate.

By Greg Hinz July 23, 2007(Crain’s) — The Chicago City Council is jumping into a bitter Springfield political war over property taxes, siding with Cook County Assessor Jim Houlihan and Illinois Senate President Emil Jones against Speaker Michael Madigan and Mayor Richard M. Daley on the question of how much tax relief should be offered to whom.
At a Monday morning press conference, aldermen released a letter signed by 49 of the 50 council members alleging that tens of thousands of homeowners in their wards will suffer under the “weak” relief plan being pushed by Mr. Madigan. The speaker’s bill “is nothing more than a disingenuous attempt at property tax relief and will result in most homeowners seeing increases as great as 40%” the letter states.
But a spokesman for the speaker suggested that the aldermen “are not fully aware of the facts” and that “rich people” do not need property tax relief.
At issue is Assessor Houlihan’s proposal to renew for another three years a measure that has effectively capped property-tax hikes at 7% a year for most homeowners. The law originally was enacted three years ago because the value of most residential property in Cook County has been rising far more than 7% a year.
But Mr. Madigan has argued that such measures mostly favor owners of large homes and result in higher taxes on other homeowners and businesses.
Under Mr. Madigan’s bill, which is awaiting a vote in the Senate, the full tax relief would apply only to those who have lived in their homes for more than 10 years and have a total household income of less than $75,000 a year.
Monday, aldermen from throughout the city said such limits just don’t help their residents enough.
“Do we want to keep our neighborhoods and our neighborhoods stable,” asked Ald. Eugene Schulter (47th), suggesting that many people would leave his mid-North Side ward if taxes are allowed to jump from $1,500 to $3,000 over three years.
Ald. Rick Munoz (22nd), who represents a working-class Latino area on the Southwest Side, said his homeowners might not gain as much under a true cap bill as residents elsewhere, but still would be ahead an average of $750 a year.
Ald. Walter Burnett (27th), whose ward covers a portion of the heavily African-American West Side, said his residents “already have financial challenges…Why do we want to increase taxes so much?”
Ald. Vi Daley (43rd) said taxpayers in her Lincoln Park ward already pay $10,000 to $30,000 a year and cannot afford a big hike on top of that.
Mayor Daley had been allied with Assessor Houlihan in the tax squabble, but switched sides several weeks ago amid rumors that Mr. Madigan had promised help on some of the city’s other initiatives in Springfield.
President Jones has not indicated whether he will pass, defeat or amend Mr. Madigan’s bill. Meanwhile, business groups say that any reduction in taxes for homeowners forces up taxes on them, and support only a limited cap.
Ald. Frank Olivo (13th), from Mr. Madigan’s ward, was the sole alderman not to sign the letter.

MONTHLY MEETING CANCELLED

The meeting in February was cancelled because the meeting location lost power.
The power outage was from 31st-35th north and south; and Michigan, Indiana, Prairie, and west side of Giles. ComEd, the city, and the Alderman were notified by the organization, and its members.

This is the second power outage in less than one month. We are working to get ComEd out.

UPDATE ON 35TH STREET & DUNBAR PARK

The Mayor have been in the community talking about our issues on 35th Street, Dunbar School and the Park. Things are looking up.

We are working to schedule a walking tour with the Mayor concerning 35th Street and the business area.

Police Department Update with Community

The business community has been meeting for the last three months with joint meetings between 2nd and 21st Police Districts. The business people would like to see 35th Street upgrade also.

The 21st District has police presence on the north side of 35th. The 2nd District continue to miss the mark, but is still working on it's commitment to patrol south side of 35th.

We are focusing on 35th Street and Indiana where McDonald's has a community commitment to a healthy neigborhood. McDoanld's was the main focus at CAPS meeting on February 21, 2007. We are concerned about the activities on the McDoanld's property. The McDoanld's has not sent a representative to Police Business Meeting or monthly CAPS meeeting on Beat 2112.

The CAPS program will have its second combined meeting with Beat 211 and 2112 in Thursday, March 15, 2007 at De LaSalle High School. The meeting time is from 6:00 p.m. - 7:00 p.m.
The last meeting was at Police Headquarters.

DAN RYAN EXPRESSWAY

Dan Ryan mainline construction will starting in the early part of March. This time local lanes will be greatly impacted.

The bridge at 33rd over the Dan Ryan is out, and will be replaced before the opening game of the Chicago WHITE SOX.

a) Aldermanic Debates—Request by another organization to help organize a debate between candidates for 2nd ward and 3rd ward. Declined the invitation, but agreed that the GAP would be a sponsor only if League of Women Voters handles the debates. League of Women Voters has signed up to conduct the debates. Efforting a debate by the end of January. Looking for a debate location for the 2nd ward. Hartzell church tentatively scheduled to host the 3rd ward debate.
b) Leona’s Restaurant—Still waiting on a closing date. Owners have gone through the permitting stage and money is in escrow. No timetable yet on an opening. Will use existing building with modifications (new façade and landscaping.) We will ask owners to return to GAP in February to give an update.
c) 2nd ward meeting with Alderman Haithcock scheduled for January 4th at the Maramon Grand Banquet Facility, 2230 S. Michigan Ave @ 6:30pm.

5. HOUSING REPORT
a) 3400 S. Giles (and vacant lot next door)—rehab project. Owner, Michelle Bowen will live in residence. Plans call for an addition in the rear of the property and a new garage. Garage will span both properties with a portion being seen from Giles. Plans approved by body with necessary corrections on blue prints (properly noting fence). It is hoped that project will begin in the spring.

6. COMMUNITY SPEAKOUT
a) Property tax appeal notifications—Some have gotten review letters, others have not. Be on the lookout for your notification.
b) Community Petition—will get petitions circulating again.
c) Joan requests membership role. Tracy will provide.

Pilgrim Baptist Update

On Saturday, January 13, 2006 Leonard E. Mc Gee (President) and Tracey Taylor (Vice-President) were invite to attend an update meeting concerning Pilgrim Baptist Church.

The meeting explained the rebuilding and the streets closing. Indiana Avenue was reopened on Saturday, and 33rd street will be opened with 8-10 weeks. The alley will remain closed. They are working on a time frame to reopen.

They are working with community partners about the redevelopment of the site. The community partners are Illinois Institute of Techology, Illinois College of Optemerty,De Salle Institute, and The Gap Community Organization to name a few.

SB2300 passed the House today and was sent over to the Senate for concurrence.

We at TRAC had hoped for the passage of SB2691 which raised the "cap on the cap" from $20,000 to $60,000.

But the handwriting is on the wall and we have decided to call for the passage of SB2300. We will take the safety net now and start the process for real reform immediately. But it is up to you...You need to call today, Tuesday, January 9, 2007 or first thing tomorrow morning...or send a fax!
